Nineteen of Daniil Medvedev's 21 titles have been won on hard surfaces
A resurgent the Russian player secured his first championship for over two years with a win over Frenchman Moutet in the competition final.
The athlete, a former number one, has endured a challenging season, winning just one match at the Grand Slams and suffering a setback at the US Open.
Medvedev's varied form on the professional circuit - and struggles with his serving in particular - resulted in him falling of the world's top 10 and eventually parting ways with long-term trainer Cervara.
Currently working with Thomas Johansson and Rohan Goetzke, Medvedev has steadily improved in the last few weeks - climaxing in a tightly fought three-set victory over Frenchman Moutet.
This represents Medvedev's initial trophy after the Italian tournament and first on a hard surface after March of 2023.
Success also signifies the Russian has achieved 21 titles at 21 distinct tournaments.
"It's the first time I'm at a competition with my two daughters at once, so to win a championship is particularly special," commented tennis professional Medvedev.
"This title is in dedication of my child her name, because the maiden victory I won when my child her name was born was for her."
The tennis star, the 2021 US Open champion, had failed in his last six finals, featuring in Halle earlier this year.
His retrieving strategy and regular emotional displays on court had led commentators to wonder if his ability to play at the top level was concluded.
But the player has altered his approach in the past month, making an effort to approach the net and perform assertively, backed up by an enhanced serving game.
Medvedev came back from a disadvantage in the opening set against the difficult Moutet, taking 4 of the last five exchanges to take the lead.
The competitors swapped break points in the following set before Moutet, striving for his maiden tour title, took control to create a decider.
The opponent defended four early opportunities in a tight third set before Medvedev secured a break to 15 to serve for the match.
Appropriately, he secured the win with a rally at the net, with Moutet unable to handle a return after a lengthy match.
